Members of an appointed conference met Tuesday morning to discuss House Bill 4145. School personnel began directly vitriol nearly entirely at the State Senate, where President Mitch Carmichael (R-Jackson, 04) chose not to hear the bill until Saturday.

Rather than meeting on the House floor, state representatives from both parties convened in a large committee meeting room.

"We asked the parents not be excluded", Cothran said.

Kentucky's "child bride" bill, which would put an end to underage marriages if passed, has been stalled for a second time. "We didn't want more guns on school campuses".

It also adds significant funding for mental health.

Democrats said the bill is simply a "message bill" that would make immigrants feel unwelcome; Republicans questioned why any lawmaker would oppose it since the bill simply states that no locality can pass any ordinance or policy that restricts enforcement of federal immigration law. This bill allowed public defenders and citizens who passed a background check, took a firearms training course and obtained the correct permit to bring their weapon with them to many public spaces.

In response to a deadly Florida school shooting last month, the state's Senate narrowly passed a bill that would create new restrictions on rifle sales and allow some teachers to carry guns in schools. He called the bill the most "secretive" and "corrupt" piece of legislation that he's seen in his eight years in the Legislature. The bill, filed by Republican Sen.

Junior Ella Hauck said there was heightened concern among her peers - not only because of negative long-term effects cuts could have on students, but also in part because of what it could mean for school resource officers, she said. "We take care of our kids and our classrooms, and now we have learned if we open our eyes and united collectively and watch the process and make sure we are following the process, we have strength, far more than what we have ever believed".

"I don't think we're in a position today to decide what that path is", Ferns said.

As evidence that the bill is specifically serving union interests, Republicans have pointed to SEIU 775's campaign contributions to numerous state Democrats and a 2014 memo authored by staff at the state Office of Financial Management.

"This is about one thing and one thing only", said Rep. Vincent Buys, R-Lynden, in reference to SEIU 775.

In response, House Speaker-to-be Jose Oliva (R - Miami) said numerous questions were more about the delay than information.

House Education Committee Chair David Northrup [R-Park County] laid back any action on Senate Joint Resolution 4, effectively killing the measure for this session. The House did stretch its original intent because, Harshman said, that's what happens when developing legislation.
