Trump ends war on American coal

A new proposal from the Environmental Protection Agency Tuesday has led to quite a divide. Yet documents released on Tuesday showed the EPA estimated carbon dioxide emissions would be higher than under the Obama policy, while pollution-related premature deaths, hospital admissions, asthma cases and school absence days could be higher by 2030. Now, the EPA has proposed a new plan which drastically rolls back federal regulations, instead leaving it to individual states to decide how they want to regulate power plants in their jurisdiction.

The Affordable Clean Energy Rule was announced by President Trump during a visit to West Virginia, a major coal state.

Even with the new rules from Trump's EPA that would reduce regulations on coal plants compared to those pushed by the Obama administration, the trend toward natural gas is likely to continue.

The EPA under the Trump administration argues its previous work is costly and unlawful, a position held by a coalition of states that sued the agency to stop the clean power plan. American utilities would save roughly $400 million a year under the new rule.

"We're ending intrusive EPA regulations that kill jobs and raise the price of energy so quickly and so substantially", Trump said.

The new plan, an advance copy of which was reviewed by The Wall Street Journal, recommends a menu of upgrades created to let coal-fired plants produce energy with less fuel and seeks to eliminate triggers that mandate costly technological overhauls at coal plants. "The Trump administration's proposal, by contrast, will give our state's authorities the flexibility they need to make the right decisions for Arkansas".

"All our plans will move forward", Bruske says.

An American Lung Association statement called the EPA proposal "a risky substitute for the Clean Power Plan and a careless giveaway to polluters that will delay meaningful progress in the future".

According to Bob Perciasepe, president of the Center for Climate and Energy Solutions, "EPA is now proposing a plan that will essentially be ignored by most of the industry".
