Jon Kyl Returning to Senate to Serve Remainder of McCain's Term

"Jon Kyl is a safe choice for Governor Ducey as he tries to balance his reelection and the McCain and Trump factions of the Arizona Republican Party", said Dan Eberhart, an Arizona-based Republican donor.

Widow Cindy McCain said it was a "great tribute" to her late husband that their close friend Kyl will return to public service by assuming McCain's seat. Though Kyl accepted the appointment, he will not seek election in 2020 nor did he agree to serve out the full remainder of the term.

Republican Jon Kyl cited his sense of duty in accepting the appointment but said he's only committing to serve until the end of the congressional session next January 3.

Republican President Donald Trump had long feuded with McCain and did not attend the senator's memorials in Arizona and Washington over the past week, at McCain's request. Still, he'll have the chance to cast key votes, including whether to confirm Brett Kavanaugh to serve on the U.S. Supreme Court. Kyl's appointment will make it possible for him to vote for the nomination.

Kyl served in the Senate from 1995 until 2013. "That is much easier said than done, but he is a very high-quality, consensus pick".

Ducey said Kyl was "an expert on the matters facing Arizona", including water, land use and issues involving Native Americans.

As a Senator, Kyl voted against the nomination of Justice Elena Kagan because she didn't support the now-overturned "Don't Ask Don't Tell" policy that prevented gays and lesbians from serving in the military, saying it was "bad policy".

Daniel Ruiz II, a spokesman for Gov. Doug Ducey, disclosed the timing hours after Ducey appointed Kyl to fill the seat left vacant by the death of John McCain.

Jon Kyl's appointment to the Senate, the latest chapter in a period of political uncertainty that's nevertheless a new experience for most Arizonans - at least when it comes to the relative stability of its senators.

Kyl was warmly greeted by senators from both parties as he entered the Senate chamber.

Ducey also says he hopes Kyl will serve longer than his commitment to fill the seat until January 2019.

The ex-senator said he was willing to serve through at least the end of the current Congress "to make sure that the business that is now ongoing is taken care of".

Cindy McCain made the statement on Twitter minutes before Arizona's Republican Gov. Doug Ducey was due to make the formal announcement. "Jon Kyl to step forward once again in the spirit of service to aid our state and serve in the seat vacated by Arizona's most beloved adopted son, John McCain".

A special election will be held in 2020 to choose a replacement for McCain.
